Newbie Q re: batteries & charger

I have a canon a70 with noname 2300mah nimh batteries and a noname charger. They worked for a while, but now no matter what I do the batteries don't charge. They get hot as hell if I try to chargfe them, uncomfortable to touch. Put them in the camera though and the lo-batt light comes on and it shuts off automatically to protect the lens, the charge is so low. I put in some alkalines and it's fine, so I know it's not the camera (just covering my bases).

Is it the batteries, the charger, or both? What's a budget-oriented solution for me? I want to take amateur pictures, not spend $5,000.

Eneloops are good, so are the Hybrids Fuzzy cited, and Eveready has an excellent charger will do either AA or AAA, and their 2500 mah batts are OK as well. Avoid "no name" stuff.
