newbie ISO heatsink/fan/misc advice on first PC

After lurking around here for a while, I'm about to build my first PC and was hoping for some advice.

So far I have:

$29 Comet Case (from Hot Deals forum) w/one case fan
AMD 1600+ AGOIA from NewEgg
MSI MS-6380E KT3 from Bunta


Some questions:

1. With this case I received the 400w Duro power supply. Some other people posted about it in general, but I don't think I've seen any definite information as to whether this is going to be good/safe for my motherboard/cpu. Can I use this?
2. I'm intending on running this CPU at its default speed for at least few months. Eventually, though, I may be interested in overclocking it. Should I unlock it now or can I put it off until I'm more comfortable with the idea?
3. In light of my plans re: possibly overclocking down the road, what's the best value for fan/heatsink/thermal paste. I'm nervous about finding a combination that will fit well on this board, be easy for me to install since it's my first time, and be cheap (/me is poor student). There are too many links out there and recommendations on these forums.... I'm hoping that someone has used a similar set of hardware or can at least make a better evaluation than me....
4. The only ventilation that is open is on the back of the case, below the PS. Should I use this case fan for intake or exhaust? This comet cases is a mid-tower ATX with three 3.5 drive bays and 4 5.25 bays.
