Newbe cell phone question

Sorry to be such a newbe guys, but I have a cell phone question.

I know in asia (and probably europe) most people buy cards with minutes and stick them in their phones, that way, they only pay for the calls they make. Is there a similar thing here in the states?

If so, what format / company / phone supports it?

There's several companies with prepaid phone service but don't use "cards" AFAIK. They require you to recharge via a billing to your credit card every time you need more minutes.
 
Yeah, I imagine that europe and asia probably have minute-counters on a SIM card of sorts, and you just toss it when it gets low...but it can't be the same process, since your number depends on your SIM card here. Anywho, in the states, the prepaid services are all the same, pretty much...you buy a "card", but you have to activate the phone+card somehow...I don't think the plans are very good yet, since let's say if you buy 100 minutes, and only use 50 this month, the rest will expire, making you buy a new card.

But things may have changed a lot since I last checked for my sister...since we all have cells now, I have no clue. 🙂
