Newb to overclocking...

I'm a complete newbie to overclocking so bare with me. Anytime I raise the CPU to more than 285 Windows will only boot into Safe Mode. Do I need to raise the Vcore or mess with the memory settings?

Opteron 165 CCBBE 0615
Biostar TForce 6100
2x512mb DDR400 Kingston Value RAM
2x256mb DDR400 Samsung (came in the Compaq)
(both memory rated 3-3-3-8 @ 200mhz; it's in dual channel)

BIOS settings:
CPU - 285
Multi - x9
HT - 3x
Mem - 133mhz, 2T

Vcore - 1.375v (raised .025)
Mem - 2.6v


CPU-Z shows:
Core - 2557 Mhz
Multi - x9
FSB - 248.2 Mhz
HT - 852.6 Mhz
Voltage - 1.344-1.360v
Memory - 182.7 Mhz @ 3-3-3-8

Idle 30c, load with dual Prime 46c with stock HSF.
 
try running the ram at 100 MHz (200 effective). My Opteron 165 cant handle mem dividers, only 1:1 and 1:2 (100 MHz and 200MHz), maybe yours cant either? I ended up running 9x300, so my ram is also at 300 MHz effective speed. also I am running at 1.45v.
 
Maybe I'll try that after I can boot.
I was playing Call of Duty and CODsp or something errored and now I can't even get a BIOS screen?

Is not being able to handle mem dividers a common thing? I have an Opty 165 that will not run a 266 divider on my asus premium at 300*9. RIght now I have it on that divider (266) at 300*8 with no problems.
