Timings and clockspeed affect each other but are not the same. Your RAM is rated at a specific clock speed and timings by the manufacturer. Overclocking negates the specified timings...so you have to figure out what's stable for your system.
Normally, lower clock speeds(or rated) will allow for "tighter" timings. These timings are lower and closer together. higher clock speeds need "looser" timings...you can see where this is going.
