I have decided to build my next computer, I've enjoyed messing around in my past computers but this will be the first one I build from scratch.

First off... I've noticed many power supplies appear to have fans on the top, and not many cases have top/rear vents... or the power supplies are in the rear/bottom.. is this an issue? If it's in the top the fan will not be all the useful, if its the bottom it will blow hot air right over the motherboard.

For instance:
Lian Li PC-7B plus II / FSP Group AX450-PN, 12cm FAN, 450W Power Supply

If this is the circumstance, can someone give me a good recommendation for a case / power supply combo. I was really hoping to keep the combo at around $150.

I'm looking for something that will last awhile and look nice on my desk. I'm willing to up the budget because I do understand that these components will probably outlast everything else I'm going to put inside this case.

I have the same case, with an Enermax Liberty 620W and I have no problems with the PSU blowing hot air all over my mobo. My temps are nice and cool. That's with the fan at the bottom of the PSU.

I guess your title is accurate... ;)

PSUs are pictured with the fan up so you can be influenced/impressed by the big fan. Mounted in most cases, the fan will be on the bottom. All fans on PSUs move air thru the PSU from inside the case to the outside of the case - they do not blow outward from the PSU into the inside of the case. And the 120mm fans are generally barely turning - not moving more air than needed to keep the PSU cool. That's why you need an additional exhaust fan. Back in the day, the (usually 80mm) PSU fan was also the only exhaust fan in most cases - screaming meemies.

Take a look at my Rosewill thread here. You can hardly find better cases for the money - the Thermaltake SViking is built on the same chassis if you want something blingier, but are fairly hard to find. Now that most of the 5600 series are back in stock and on sale, they are an even better deal. I will soon have some new, Seasonic-made PSUs that are suitable for 90% plus of systems in my For Sale/Trade thread linked below. Keep your eye out.
