Is the grey square on the OEM fan/heatsink for an AMD 3000 a Thermal Pad? Or do I need to add some grease to it before hooking it on the CPU? I dont want to start my computer till this gets answered. It looks like a thermal pad but I am just a newb.

yes a standard thermal pad, and damn good thermal pad a swell .. you'll be fine, just place the heat sink on top of the processor, and fasten the heat sink tensioner to secure, and your set.

You could replace the thermal pad with Arctic Silver 5 thermal paste, but is totally pointless and not worth the hassle for only an extra couple of degrees decrease in temps, and anyways the thermal pad that AMD provide is quite sufficient.
