Newb Q Alert - Semperon Palermo Question

Putting together an inexpensive upgrade for my Dell 8100 (P4 1.6) and looking at an AMD Palermo 754-based system. Looking at:
AMD Sempron 2800+ Palermo 800MHz FSB Socket 754 Processor Model SDA2800BABOX - Retail
and
AMD Sempron 3000+ Palermo 400MHz FSB Socket 754 Processor Model SDA3000BABOX - Retail

The question is, which should I go with? They are about the same price and look similiar but for the 400 FSB versus 800 FSB and the speed of course. Why does the lesser expensive one have twice the FSB and twice the L2 cache memory?

Is it worth going up another $100 to get the venice 3000 and an Nforce4 board? I am going to run AGP, no gaming or overclocking.
 
I'd say go with the Semrpon 2800+ socket 754. It has more l2 cache than the 3000+, and you can overclock it easily without raising vcore or using any special cooling.
