By definition, isn't "eve" the day before? So New Year's Eve 2008 would be the eve of 2008 hence Dec 31 2007.

Yeah but it's the "eve" for New Year's 2008. The eve belongs to the New Year's, hence the apostrophe is on there, and which New Year is it? It's 2008's.
So it should be New Year's Eve 2008.
