If you were to describe the upcoming New Year's Eve, how would you describe it? With the year that the day that it takes place on or the year that it's leading to?

It should be New Years 2008.

When it was New Years 2000, people weren't celebrating 1999, they were celebrating the year 2000 on the eve of it, as an example.

Would you call today Thursday or Friday? Extend this logic to your question.

if you are talking "Day" or anything else related, then 2008

By definition, isn't "eve" the day before? So New Year's Eve 2008 would be the eve of 2008 hence Dec 31 2007.

as someone else stated, when it turned 2000, people weren't saying "OMG ITS NEW YEARS EVE 1999!!"

Exactly. The same way All Hallow's Eve (Halloween) is Oct 31 and not Nov 1; Christmas Eve is Dec 24 and not Dec 25.

I don't get it. It's Thursday, Friday Eve, in the same way that it's 12/31/07, New Year's Eve 2008.

Out with the old in with the new. So EVE of the last day of the year, usher in the NEW YEAR. The last SECOND still belongs to 2007, technically speaking, at 23:59:59, it's still 2007. 24:00:00 is limbo, and 00:00:01 is when the new year begins. Damn I'm a rocket surgeon.

Typically, I'd say New Year Eve of the Year that's about to pass, because the next EVE is not for another year.

Yeah but it's the "eve" for New Year's 2008. The eve belongs to the New Year's, hence the apostrophe is on there, and which New Year is it? It's 2008's.

So it should be New Year's Eve 2008.
