High, yes, world record? No. Intel had a CPU at 10GHZ (during the ghz race) it required some pretty crazy cooling though.

btw after a search it looks like 8.0 Ghz is the current world record using a pentium 4 with a multiplier of 15 and fsb of 533. Probably not stable despite the liquid nitrogen setup they used.
