new windows will NOT stay on top! (wierd)

everytime I open a new windows in IE or ANYTHING else for that matter. It goes behind my open window (if try and move to mouse to the window to close it or whatever) I've NEVER had THIS happen before..anyone know what might be causing this? Or how to make it knock it off!!
