Version 3.0b was posted June 7 2001. And the download link on http://www.h-oda.com/ doesn't work for me either.

The file hasn't been uploaded to the Vector FTP server yet.

It would normally be here:
ftp://ftp.vector.co.jp/pack/win95/hardware/cpu/
But the only version showing there right now is "wcpu30a.exe"
