What it does is it makes it so your breath does not STINK as bad, but the alcohol smell comes from the BAC, not the stuff in your mouth. Your BAC goes up, you will still get tagged with a breathalyzer. (That's why even alcohol-free mouthwash does not work...)
I am not saying that taking a shot right before doing one will not effect it (rather than up another orifice) but it does not make you "less drunk" in the eyes of the law....
