not talking about private companies that workers vote to unionize.

i'm talking about creating a new company and starting off union right off the bat.

if so, WHY?

With the trade union trades (electrical, steamfitter/plumber, sheet metal, boilermaker) it's fairly common. Your labor costs are higher, but you have access to the better employees which are union-trained in most areas. The union will defintely hold it against you if you go with a non-union shop so it takes a LOT of money for a non-union shop to get top notch tradesmen. You also get union arbitration (using impartial arbiters) and union support in contract disputes with clients. The union handles benefits. And perhaps best of all, the union handles training of apprentices. You work them as apprentices by day, they attend classes (at union expense) at night. You also have the presumption of well-trained workers and proper ratios of journeymen to apprentices to laborers. By contrast, a non-union start-up faces the presumption of using cheaper, less well trained employees and is usually going after the low end of the market.
