New Video editing desktop rebuild?

Hello!

1) I am using PINNACLE STUDIO 15 HD...but not Adobe Premiere as of yet.
2) Also using Photoshop CS5 Extended (3D is in the program)
3) I bought a system builder OEM version of WIN7 PRO (64) which I'm using now.
4) 700w Thermaltake ATX 12V 2.2 & EPS 12V / 14cm Fan (Tough Atomic Energy) Manufactured-2006.
5) My Budget is around $550.00-$700.00. If I have to buy another case and Power supply, then that will add to the price. So 700w is an overkill? With the Quad Q6600 CPU, EVGA GeForce 8600GT, and drives, etc, I thought I needed the extra wattage, since I had no idea how much everything was using, power wise.
INTERNAL
1) WD 74GB RAPTOR Boot Drive, (Fills up fast)
2) WD 2TB Storage for Video Files (until I can move them off to External backup)
3) WD 500GB Storage for Music/Photos & Misc.stuff.
EXTERNAL
4) SEAGATE 3TB HD
5) WD 500GB HD

So a video-editing, NON-GAMING, NO OVERCLOCKING System, How is this.....
1) i7 4th Gen. Haswell 4770K.
2) MSI Z87-G43 MoBo (I was looking at the MSI Z87-G41 (1150)
3) 550-600w PSU.....Too high or too low?
4) 16GB DDR3 1600? Is the 1866 better, if the board can handle it? Some tell me anything over 16GB
is wasted, and not utilized at all.
5) GPU - GTX650 / 1 GB ( anything wrong wit the 700 Series?)
(As long as it's Hyper-Threading or Multi Core for rendering, higher clock speeds for faster render)
6) WD Raptor 150GB (10,000 RPM's) Boot Drive, OR maybe a 120 SSD for the Boot Drive.
7) CPU fan Cooler Master Hyper 212 EVO (Don't trust the Intel Stock fan)

Yes there is a Fry's right the street in Anaheim, but Micro Center is over in Tustin, not as close, but they NEVER pick up their phones...Very frustrating!

So I'm beginning to "List" what I should build with.
....A few have mentioned that since this is a six year old build, I should replace the 700w PSU with a smaller Watt, Also, replace the case fans (I have five) Maybe I should just give this system to my sister, and start all new, since some told me the PSU is too high, the present case is 6 years old, the 8GB DDR2 is old memory,and I'll need a new GPU...Ummmm, this is going to be like $800+! Too much.

Also, some are telling me to get a new monitor, since the res on my 20" Viewsonic is 1280x960 (60hz) and if I want to playback HD Video on the screen, it will have to be 1920x1080.....but I am only burning HD Video for others to watch on their TV's, not mine, so I don't care, and can not afford it anyway.

Thank you all for your comments. Some of you may have been building a lot more than my two previous builds, so I do appreciate all the suggestions you have. Any other suggestions on GPU's, or other Motherboards, would also help with the decision.
