So the hd 5450 I ordered to replace a 4350 isn't working for some reason. The card itself works fine 2 other computers and it's not the power supply so I'm not sure what it could be.

When I power it on it will start up to a blank screen for about a minute before it restarts and keeps repeating that.
I just noticed that the 5450 is pci-e 2.1 and the 4350 is 2.0. Is that the problem? I thought pci-e versions were all backwards and forwards compatible?
