New video card hurting resolution/my eyes

Ok I replaced my old 7600gt with a sapphire 4830. Since then my resolution has two black bars on the outside ~1 inch each. The font that windows is using or basically everything I read text on is harder to read. the word burn looks like bum, for example. I don't know how to explain this other than I have to squint and concentrate now to read stuff. I have ran the nasty file remover to rid myself of any old nvidia files, but it could not delete the nTune program which maintains two directory's in my program files folder.

The reason I upgraded my vid card was to improve fps in team fortress 2. A test in 3dmark06 shows improved numbers for the gpu tests, but the CPU tests showed less than 1 fps. I can't access my old 3dmark scores cause they aren't saved in excell, but I really have to believe I was besting 1 fps.

To get the card to fit into my system I had to disconnect my stock cpu cooler/fan. I re-attached it, but I am paranoid that somehow I did it wrong and it could be leading to the bad performance. I also had to take the fanguard off the video card. I did this under the assumption that wouldn't hurt performance or the card. My tower seems infinitely louder now. I would get over it if it performed right, but for now it just adds to my paranoia about the cpu cooler/fan.

Lastly, I am using a stock dell power supply that has over 20 amps and 310 watts. While the video card page on newegg said it needed 450 watts, most people I asked thought I could get away with my current setup. Is it possible the cpu isn't getting enough power?

I know it's a lot of questions, it all stems from upgrading the video card though and I don't know what I should try next.

Since you are using a TV as your monitor, then you need to make sure you have the refresh rates, resolution, and overscan all set correctly. You will need to fiddle with the ATi Command Center to adjust these until you get the correct settings. For the record, I have no idea as to what settings you are going to need.
