Hello,

If I create a new user account, say admin, do I have to re-install everything on that new account?

or is there a way to let this account use what the previous admin account has?

You dont need to reinstall anything. The worst that can happen is you'll have to make a new shortcut to those programs that dont appear in every user's start menu by default.

So i went ahead, and now i notice that some xyz.exe files are missing their original icon and when i click on them i get an error message. So, how do i exactly fix this? by taking ownership of the EXE or ?

What does the error message say? Does it say it can't find the program to run? More detail please.

Note: Some programs gets installed within the user profile and not under C:\program files

So hand us the error message and I will look into it lol.

windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.
 
What program are you trying to execute if you don't mind me asking?

P.s. some programs have options during the install to choose either access "by anyone" or a "single user". If you chose a single user then you will need to reinstall...

And like I said some programs reside within the user profile so when another user logs on to the computer it might not work...

Do a right-click on the shortcut and go to properties. Find the path it's pointing to. This way at least you know where the program is located. And then try executing it as an administrator.

The general answer is no, the global configuration will apply to everyone and starting the app as a new user will just start with default settings. In some cases though there are shitty apps that store what should be global settings in the profile or registry hive of the installing user and the only way to find those is with trial and error.

If you've got random executables that you want to run you may need to give a group like Everyone access to it for other users to be able to access/run them.
