New UPS shows outlet output fluctuating

Got a new UPS the other day, it's got a LED readout that shows various parameters. When I look at the incoming volts, it goes from 119v to 117v and back. Checking other outlets nearby (in other rooms) shows rock solid 120v.

I assume I'll need an electrician to come out and take a look but I'm curious as to what would cause this and how it can be resolved.

The other outlets in this room are doing the same thing, I'm wondering if it's the circuit that feeds this room or just bad wiring job by the builder.

Outlets will fluctuate from 114v to 123v or so. It's normal.
