Alright, looks like I've figured out the ATI issue... my previous card apparently left some registry entries that ATI didn't like, but ATI drivers are really bad compared to nvidia. But I managed to get it working and now I'm able to play my games at 4k rather well!
So with my 5820k at 4.5ghz 1.275v, r295x2, and samsung UD590 4k monitor I am very pleased with the performance.
My only complaints are that there is some weird hue to text and windows with this card that wasn't there with nvidia cards. Can't seem to figure that one out... but it's not too annoying right now so I'm just going to live with it until I am ready to spend more time with this system. I'm just going to enjoy it now...
