New to Paypal, should I make my account Premier or Personal?

This is my first Paypal account, I play to only be receiving about $3k a month (if all goes well)

I am registering and it asks if I want this to be a Premier account. I noticed that with the premier, PP takes 2.9% + 30 cents of each receiving payment, and that they take nothing for Personal. Then it says that Personal cannot accept credit card payments, WTF??

What do I do??

There are limits on the amounts you can receive with the personal account also. So, IMO, you'll probably need to sign up as a a premier account. I'd also double check the receive limits of the premier account just to be sure it meets your requirements.
