a quick google search says powder coating is done in the 400F range. for certain aluminum alloys, that is more than enough to alter the mechanical properties.

there are powder coats that go on at 300F...high temp stuff is bad, I think at 400F most wheels would still be ok, but these ovens tend to not be calibrated and 50F or so higher gets into the dangerous zone.
 
15, 17, no 16? 😕

I don't think 16" is a common race wheel/tire size for Miatas. SM requires 15" wheels, and is a stock Miata size. Some Miatas were made with 16" wheels, but IIRC 15" and 17" are the much more prevalent stock sizes.
