New system with Shuttle AK31 mobo wont post, makes long beeps

i've been trying to put my new box together and am having some major problems.

I bought a Shuttle AK31 mobo, Athlon 1600XP, 384 mb DDR Crucial Ram. When I first put the system together, I may have initially inserted the DDR Ram DIMMs in incorrectly. Therefore, when I found that it couldnt even post, I thought that I may have damaged the DIMMs. Therefore, I returned them and got new ones. However, even with the new ones, it still wont even post. It simply continuously beeps (about four seconds long) every couple of seconds.

Does it seem reasonable that the motherboard is defective, as the likelyhood of getting bad RAM from crucial is quite small. Or, is it possible the CPU is defective. Ill try to get ahold of another cpu to test that. Any other ideas or similar experiences?

Ram will only go one way so if it didn't clip in then you didn't insert it the wrong way. Plus if you did the slots would probably have noticable damage.

Try reseating your video card. Maybe 2-3 times if still nothing. Sometimes if not seated exactly right they can be a pain. Or try another video card too if still no go.
