new system video card @ boot

When i power on my pc, my video card turns on @ full speed and then slows down. When it goes on full load @ boot my cpu fan and case fans light on but do not start spinning till the x1900xt slows down (about 1-2 secs long). Any idea what is causing that?

my system specs are
e6600
x1900xt
gigabyte ds3 w/f3 bios
2 gb corsair 6400
PSU = FSP 500w
 
Mine does the same thing. I've had an X1900XT and an X1800XT and I get the same thing. I have a DFI Lanparty Ultra motherboard.
 
My X1800XT is really loud at boot for me and then slows down as well. I guess thats just how the cards are with that particular cooler that ATI uses for X1800/1900 series. Not a big deal as I'm used the loudness at boot.
