New System: Odd video problems

I just built a new system and everything is going pretty well. (IC7, 2.8C @ stock, Antec 430W TruePower). I've had it as high as 3.22 (235 FSB) without any problems CPU or memory wise (Prime95 had no problems), but then I noticed an odd video problem. I took everything back to stock but am still having the same problem (possibly to a lesser degree).

My GF4 ti4200 (this is the only old component in the system) can be downright sluggish when switching resolutions/fresh rates. I first noticed it when doing some benchmarking (3dmark2001 & 2003). Each game test would run fine, but it would take several seconds to display the informational screen between each test. The monitor would flicker a couple times as if the card was having trouble picking up the desired refresh rate.

I've also experienced the problem inside of games. Choosing a new resolution, turning AA and AF on and off (or increasing/decreasing the values) can at times take quite long to take effect. Occasionally the screen will just go black and the PC will reboot (after 15-30 seconds). When XP comes back up there will be a message about my ti4200 possibly being a problem.

These problems never occur while PLAYING a game, only when switching modes.

I noticed that my default AGP voltage is a little low (set to 1.5v but reports as 1.46v). Actually, all my voltages are a little low which I don't like. I've tried increasing the voltage to 1.55v (reports as 1.5) and it seems a little better.

When I had my system overclocked to 3.22 I tried increasing my AGP voltage to it's highest setting (1.65, reports as 1.6) but it didn't fix my problems. Will a low AGP voltage keep me from hitting high overclocks with this power supply?

Any other suggestions?

You are clocking down your PCI bus as you clock up your FSB I hope as this will bug most AGP cards.

Be carefull when increasing Volts on electronics - You can permanently damage them or weirdly, make them become dependant on a higher V. Don't ask me how, I just know it can happen.

Dunno about the hunting for a refresh rate though, sounds like a driver/OS problem

My AGP and PCI buses are locked. When overclocking I had no problems except with my video. Now that everthing is back to stock I'm still having the video problems.

My ti4200 was overclocked for about a year but I've put it back to default core/mem settings to see help eliminate a variable.

I just ran 3dmark 2001 and it completed fine (~12000 score) but there were several long pauses when switching between tests. Also, after it's done I get weird video corruption (minimize and maximize buttons on all windows are blacked out). There are ZERO artifacts or image problems during gaming or benchmarking though.
