New System Not Powering Up

I would like some help from experienced system builders.

I am building a new system using a FSP-AX450-PN 450W PSU, Asus M2A-VM AM2 motherboard, AMD Athlon 64 X2 3600+ 1.9G AM2 with retail heatsink & fan, and Crucial 512X2 DDR2-800 memory. When powering up this system, with a Seagate 160GB HDD IDE, no fans turn at all, none of the case fans, PSU fan, or CPU fan. I have tried certain changes to isolate the problem but I cannot come up with a solution, such as only one memory stick, memory in different slots, re-assembly, etc. I tried the PSU on an old motherboard and CPU with HS/fan, (MS6330 with Athlon XP 1600+), and both the PSU fan and CPU fan spins normally.

Any suggestions? Could there be a short somewhere? Could the motherboard be dead? (If I recall, for the PSU fan to spin, there must be a load applied to it, so this makes me think the board is DOA.)

Have you tried to run it out of the case, on a piece of cardboard?

This would eliminate the possibility of the board shorting out on the case.

Thanks for all of your help comments. I went to the Asus website for support and did as they suggested. Placed all the components, (HDD, board w/cpu/hs/fan/memory, & PSU on a non-conducting surface and tried to power up the system. The system would then start when I shorted the power switch pins for the case power switch. Then put everything back in the case properly and now it powers up. Apparently the power switch connector was placed incorrectly. The next thing is to do is to get WXP to start up as now it restarts after trying to load WXP. Can't even get it to go into safe mode. Updating the bios was no help. Back to the Asus web site.

Would WXP have to be reloaded? Any other suggestions?
