New system, no signal

Alright I just got my new system put together and the video card is not sending out a signal to the monitor. I just tried different monitors and same problem. There is no way of trying another video card in the system. My system is as follows

Venice 3200
DFI lan party ultra D
ATI radeon x850
1gig ram

What[s the deal? I can't for the life of me figure out why it's not sending a signal! It turns on and the fan spins fine on the videocard and everything else. I am hearing no beeps whatsoever so I don't know what's up.
 
First try booting with the bare minimums, cpu, heatsink/fan, 1 stick of memory, and video card. Be sure all of your power connectors are connected, including the square 4 pin 12v atx, and the power to your video card. If you still get nothing, take out the ram to see if you get a beep code, then do the same with the video card. If still nothing, take the motherboard out of the case, place it on a non-conductive surface, and again try with the bare minimums, using a screwdriver or such to short the pins where the power switch connects to turn it on.
