New System Build wont BOOT! Help please.

Hi everyone! I'm having a problem I can't seem to figure out.

I just finished building a new system and when I try to boot, it turns on but then shuts off after a couple seconds. Can't seem to understand why.

I did not connect any drives (hd, dvdrw, floppy, etc) to the motherboard. Only things I have connected is the CPU, the CPU HSF, the two case fans and my video card.

DFI website is down, so I need some advice. Can anyone offer some advice? Here's the system specs:

Lian Li V-1000
DFI LanParty NFII Ultra B
AMD Athlon XP Mobile 2500+
Thermaltake Silent Boost HSF
Gigabyte Radeon 128mb 9600XT
2x512 Corsair XMS PC3200 XLPRO (using DIMM 2 and 3 for dual channel)
Antec True430 power supply

I also have these drives, but won't provide much help since I didn't even plug them in yet....

1.44" Floppy Drive
Western Digital 74gb Raptor 10,000RPM hard drive

The most common things I've seen associated with this problem are a shorted mb, or the mb not getting the spin signal from the cpu fan. I always test the mb on the bench on a new build (and set up the bios while I'm at it). I have counter mats but you can get a plastic placemat for about 50¢ at a Dollar-type store. If I use a vid card with the board, I prop the edge up with an art gum eraser so the bracket isn't holding up the mb. I have switches from old cases that I use, but shorting the on/off switch pins on the mb with a screwdriver works just fine to start it up. Make sure that the cpu fan is on the right mb connector.
