New System build, need some help

Ok, going to do cliff note style since it's easier.

Background Info:

1. Building a slot 1 P3 system
2. Have built SA and S754 systems before

Now onto the prob

1. Will post
2. Not detecting CD/Hard Drive
3. Is dectecting memory, floppy and CPU
4. Heatsink fan is not spinning
5. It's a new Heatsink fan
6. Have tried to connect the fan to two different connectors on the Mobo
6. Have tried 3 different PSU's...Generic 300w and 350w and TT 420W
7. When I used my PSU from my old HP system, the drives were detected

I'm baffled...
 
Try reseating the chip again, as it is a Slot 1, probably been many chips in the board before this 1. You may also want to pull the chip out, look into the slot with a flashlight, and make sure none of the connectors are stuck to the side.
