New System..Boot Problems

Specs:
ASUS A8V Deluxe (Ai Series) Motherboard
AMD Athlon 64 3400+
Ultra 512mb PC3200 RAM
Radeon 9800 Pro video card with 128 RAM

I just built a new system with the specs listed above. I put everything together with my drives and such. The light on the motherboard would come on, and when I pushed the power button, the fans and drives would come on. However, the monitor light would go green and the screen would say "OFF MODE IN 5 SEC." and then go orange again. The monitor works because I've had it for a few months on a different system. The case's front LED never came on, either.

I read many people saying to try the barebones approach, so I did that and nothing different happened. I have cleared the CMOS, and even tried booting with the motherboard on top of a nonconducting surface. The cords are all also secure.

Any suggestions?
 
what psu?

is the clrcmos jumper parked safely?

do you get any POST beeps?
have you wired the header wires correctly?
 
The power supply is an ATX 400W...it says it's called "Power Up!".
It seems to be feeding power.

No POST beeps of any kind.

Yeah, the headers seem good.
 
The barebones suggestion was good. Also, if you are running 2 sticks of ram, take one out. 90% of the time if I can't get video it turns out to be cpu related, take the cpu out and reseat it, make sure the hs is making good contact with the cpu.
 
sorry - CLRcmos jumper

Take all headers off, except PWR_sw - see what happens
take out vga card - see what happens
Take RAM out - see what happens
Try disconnect everything again
Put in cpu/fan - with 4pin pwr
see what happens

Its hard to know where to go without testing psu first in this prob
 
The only way I'd be able to tell if anything is working is if the card is in. The power supply seems to be getting up and distributing power. What, in particular, could be the deviation on that?
 
If you get some POST beeps, this is some way to figuring out what is happening -

Take that vga card OUT boyo

PowerUp is rebadged L&C. Get a good PSU. Enermax, Fortron, and Antec are some safe bets.
