New struts.

I have just put in new struts on my Altima, It didn't come with chamber adjustment bolts. I have almost a whole degree of positive chamber on both sides, how long does it take for the new struts to settle?

Usually one of the stock bolts is an eccentric bolt to allow for camber adjustment.

Just get it aligned ASAP.
I got it aligned the other day, but the moog struts didn't come with an eccentric bolt.

so now I got the overall tow to where it needs to be, but the two front tires have almost a whole degree of positive chamber with no way to adjust it unless I buy the bolts.

Huh. Every car I've worked on with struts had an eccentric bolt from the factory. Struts don't need to settle; springs do. Perhaps something on the strut mount is aligned quite right?
