New sound card: now music scratchy

My friend asked me to post this for him:

I recently installed a Sound Blaster Live 5.1 sound card in a NorthGate computer. The operating system is Windows XP Professional Version 2002 with the service pack 1 installed. There is a 1.66 GHz processor and 224 MB ram. A VIA AC'97 Enhanced Audio Controller (WDM) is the default sound card used by the computer. I disabled the sound card used by the computer, installed the soundcard in the PCI slot in the computer and installed all current drivers and software. There are no hardware conflicts. All connections are correct and everything seems to be working properly until I play mp3 or wav files, or basically any song on the computer either from music stored on the computer or music that is from a CD. Songs skip in the middle and hesitate.

I returned the sound card and the exact same problem occurs, so it isn't a defective card. I tried both the sound card company and the maker of the computer both with no luck. Any suggestions?
