Marketing.

Copper is nearly as good as silver at transferring heat, and costs less. If you look at the reviews, a good heatsink design coupled with a good fan always works best. You can take a mediocre heatsink and couple it with an awesome (loud) fan and make it look good.
 
Not necessarily marketing - silver is a much softer metal than copper, and thus with crumbling AMD dyes there is good reason for a softer metal. 🙂

It's more because silver is a better thermal conductor than copper, which is better than aluminum. That's why the base is silver (if it were solid silver, it'd be too expensive).
