Actually, just the base is silver... this silver "base" is screwed into an aluminum outer heatsink.

Marketing.

Copper is nearly as good as silver at transferring heat, and costs less. If you look at the reviews, a good heatsink design coupled with a good fan always works best. You can take a mediocre heatsink and couple it with an awesome (loud) fan and make it look good.

Not necessarily marketing - silver is a much softer metal than copper, and thus with crumbling AMD dyes there is good reason for a softer metal. :)

It's more because silver is a better thermal conductor than copper, which is better than aluminum. That's why the base is silver (if it were solid silver, it'd be too expensive).
