new setup shutting itself off

My re-built pc is shutting off right as windows setup begins to inspect my hardware. A few times it happened before that but now its consistently as inspection begins. What could be happening? I have re-seated everything firmly but it still happens. Could my psu be dying? My ram was toast so I replaced it. If it is the psu I hope my other parts are ok.
 
Might want to check if one of you Switches (Power / Reset) are shorted - possibly the HD LED connector on one of them.

Sound Card (older). I've them cause similar issues.

Try the install with minimal PCI devices installed. You can always put them in afterwards and install the Drivers for them then.
