new sata dvd drive won't spin

Hi guys, my dvd drive was going south so I got a samsung from newegg. Its SATA, recognizes in windows and in the bios, but it won't boot a vista or XP disc at startup, nor will it load anything when in XP. It just shows a blank explorer window.

Tried making the drive my only bootable drive and it just gives the error to insert a bootable disk

I have uninstalled and reinstalled the drive in device manager to no avail.

Anyone got any suggestions on what to do?
 
I know it sounds stupid, but did you make sure the power is connected? I'm not sure whether it would detect it if power wasn't connected.

This is an internal drive correct? Or USB? I'm sorry for not being very helpful but just trying to understand what I can.

EDIT: You may just have a defective drive. Change it out for another? Make sure cables are connected securely. In the BIOS is SATA selected or is it listed as PATA? Switch out drives, switch out cables, double check BIOS. These are the only things I can think of before declaring it a dead drive. Just suggestions so don't hang me for it.
 
yes its powered.. and it ejects disks just fine from the button on the drive and the eject disk command in windows.

i have a sata hd that works fine so id be hard pressed to believe its a sata problem on the mobo. But it is a crappy ECS micro board from Frys so who knows..
 
This Microsoft KB may apply. I had the same problem, and did the Method 2 (manually edited Registry) and it worked!
