New Samsung mini-tablet - can't enable WiFi or Bluetooth

My coworker has a fairly new Samsung SM-T230NU mini tablet. When you try to enable WiFi or Bluetooth, it appears to turn on briefly, then immediately disables again. It never even starts to list networks.

I've tried doing it from Settings[Connections] and also from the quick settings in the pull-down notifications list. I've also toggled airplane mode on, then off again.

Is this a common problem with Samsung Android tablets? Is there a work-around? ...or is this a hardware fault?

clear the cache for the samsung apps, clear cache via recovery, or factory reset as last resort.

hold up and power and the home button when you're cold booting the phone. Not sure about tablets though.

I have a similar problem but it's probably due to the rom I use, but I don't care much since I have unlimited data. Is his device rooted?

Not rooted.

Unfortunately, I did the factory reset and it has the same problem...even during the device setup.

Oh well. She has a warranty on it...

It's borked. Have her switch it out. I have 3 Samsung tablet and neither of them ever exhibited that.
