New Rig Taking 30+ seconds to enter bios and problems booting *solved b4 anyone posted =D*

I just put together a Shuttle A35N w/ 2500+ Barton that I received from newegg yesterday and its taking like over 30 seconds to enter bios. Is it supposed to take this long??? What could cause this? Thanks.

System Specs:
Gainward Ti 4200
WD 40 GIG HD
Maxtor 30 gig hd
48x Benq CDRW
Antex SX 835 II + Enlight 300W psu
1x 512 Samsung pc2700
mx 700

More problems:

The motherboard just seems REALLY REALLY SLOW....anyone know what could be causing this?
ie detecting ide drives
entering bios
booting from floppy

is the motherboard defective?
