In many cases, it is necessary to load SP1 for Windows XP to enable USB 2 support.

do what he says. install Service Pack 1. it contains the USB 2.0 drivers you are looking for, and in additions fixes a million other XP bugs. i'd give you a direct link, but there are a number of links provided my microsoft.com depending on your version of XP. your best bet is to go to run your windows update software, and it should open a microsoft webpage that will search for the correct updates for your OS. just follow the onscreen instructions.

If you still get the yellow ! next to a usb controller after SP1 and the Intel chipset drivers,

go into your device manager, right click the usb controller and select update driver.
accept the defaults, and it will update.

This is especially true of the 865/875 chipsets.
