New registration tags in Philly?

They were issuing these ugly yellow decals to place in the rear window, but i just bought a used car and I got some white
paper with the plate number and expiration date printed on it. he said they are changing it. can someone from philly confirm this?

Hmm, that's how they do it in almost every state I've lived in - you get a piece of paper with the tag number on it until your plates are in.
