When a refrigerator is moved the oil/liquid in the gets up in the compressor. Letting it sit lets it drain back down. If you start it with the oil in the compressor it will cause very high pressures and possibly blow a seal or damage the compressor.
Something like that anyway.
Best to let it sit for about eight hours from what I have heard.
And yes, my sister plugged on in right after it was moved and it quite working.
