New Radeon LE causes screen to jitter

I've updated the drivers, and checked all the cables, reseated the vid card, and checked out ATI's help web site...but to no avail... Could anybody fill me in on what might be causing this? Any solutions? This is a second system I've built, and the other one's working just fine with the same config. HeLp!
 
All games? or just some games? If it's just Half Life and CS, disable tru form by typing ati_npatch 0 into the console while in game, that'll fix it up nice and good.
 
No, it's in EVERYthing. I'm talking "jitter-waves" from the moment I start the comp..you see the BIOS screen's graphics and letters jittering like the 1920's.
