New Radeon DOA?

I just got my new GIGABYTE GV-RX24T256H (Radeon 2400xt) it refuses to display in DVI (with a known working monitor), if I just plug the DVI cable in there is no display. If I plug the Analogue cable in I have a display, but it starts getting wavy looking after 20 minutes.

I called GIGABYTE they stated that if I plug just the DVI cable in, I should see the post screen to which I'm not. They stated that the DVI port is faulty.

My main question is should both cables be plugged in to the card or just the DVI? With my old card (Geforce 6200) I plugged in both the DVI and Analogue cable, GIGABYTE informed me this is incorrect and to just plug in the DVI when I get the new card.

Specs:
View Sonic LCD (Va1912WB)
DFI Ultra D Mobo (Nforce 4 chipset)
AMD 64 socket 939 3000+

Well it works fine with my old card (Geforce 6200)

Also should both cables be hooked up or just the DVI cable?

It is incorrect to plug both cables in. You only want one cable plugged, either DVI or VGA.

If both are plugged in then only one of them is working, and you might have the VGA working instead of the DVI giving you lower performance.

Check if the old card can display when only the DVI is connected, if so then you have a faulty card.

Thanks for the reply, I put the old card in, and hooked up only the DVI and it displays fine, so I guess it is the new card. Fwiw the card does look like a repack, back to Newegg it will go :|
