new radeon 9100 64mb makes screen wavy

just put together a pc for my bro and noticed the monitor is a little wavy. not too bad...but it is noticeable. I have an epox 8rda+, 2700+, 512 hyperx kingston, antec slk3700amb w/ 350 ps, and win xp pro. i know its not the monitor because i'm using the monitor now with my pc. i'm wondering if it's the card, or maybe something with the 8x feature on the board? I don't have another 8x card to try...any ideas?
 
tried to change the refresh rate...i thought about that too...unfortunetly i can't adjust the settings on my monitor when i change that feature...my monitor was dropped before and one of the buttons is stuck in 🙂 so when i put it in tomorrow i'll try that...its set at 75 hertz.
