New Radeon 7750 and artifacts - see screenshot

I recently got a Radeon 7750 and am experiencing issues in Black OPs only. Other games are fine such as bf3, etc. I was able to catch the issue with Fraps:

Things that I have tried:

1) Changed PSU
2) Reseated Graphics Card
3) Uninstalled / Reinstalled Black OPs
4) Moved HDMI cable to not interfere with psu cable
5) Tried three different amd drivers
6) All 8GB DDR3 Ram passed memtest
7) Temps seem ok. 51C load temps on the radeon 5570, and 58c load temp on i3 2100.

Next thing I'll try is underclocking the graphics card with afterburner and see if that fixes the issue.

But do you guys think it's probably the vram on the graphics card?

I'm thinking maybe Black Ops might be exposing a Vram problem with this particular graphics card.

It's a software/driver issue IMO. If underclocking and undervolting doesn't make it go away, it's probably not the card artifacting. Atiman uninstaller, and a few reboots between each step, followed by a clean install of the latest driver from AMD's website might help. Reinstalling the game could help too, but I see you did that. Use the latest AMD catalyst application profile (CAP) to go with the default driver. Don't modify driver settings, just run defaults, see if it still artifacts.

I did notice there is no thermal pads between the video ram and the stock heat sink. I wonder if the ram is overheating due to this.

Is this poor design or did they forget to add it I wonder with my particular card.

I'd bet it's a driver issue, but I'd be talking to the MFR on such a new card.

If it's a hardware issue, then they'll take care of that
If it's a software/driver issue you will add you to their statistics of who is having issues with what games, then likely relay those statistics to AMD for info on what needs fixing.
