New PC won't post and no video but fans do spin.

I just ordered some new parts and installed them and can't seem to get any video signal, no beeps, yet fans spin and sounds like hd is spinning.

New parts:
abit Kv8 pro
corsair value select 512mb pc3200 non-ecc
amd64 3200+ socket 754
hitachi 160gb 8mb desktar
aspire 520w psu

Old parts:
gf4 ti4200 128mb
creative audigy platinum
a lite on dvd burner and a pioneer dvd-rom

At first when I booted up, I got a long beep and 3 short beeps. I noticed I had forgotten the 12vatx connector. After I got that in, I got to this point and haven't been past it yet. The led on the mobo shows 9.0 which means something regarding the transition from the uguru post to award bios I think, if I'm reading the manual correctly. The fans spin, the lights and led on the motherboard are lighted, same with the powersupply. Just no beeps or video signal at all...

I've tried with just the video, cpu, and ram.
Tried without ram.
Reseated the cpu and heatsink, no bent pins that I could see. Glad I had a tube of arctic silver II handy🙂
Slightly loosened the bracket as some people had complains of that.
Reset cmos several times, once for 15 minutes.
Tried ram in both dimm slots 1 and 2.
Reseated agp several times, no pins showing on ram or agp, both firm.
Prayed and also offered to sacrifice a goat, to cover both ends...
Tried a brand new radeon 9600 pro.
Made sure keyboard was in correct ps/2. also tried without.

It never beeps, never gets past 9.0 on the led, never does anything. Monitor never leaves the standby mode. Seeing that I bought the psu, cpu, motherboard, and ram all at the same time, I have no idea of what course of action I should take and I have no other systems to try them in. Purchased all at newegg if that matters. No suggestions so far have worked, so I'm guessing *something* is wrong but I can't rule out human error. I have yet to try the "out of the box" method but I'm slightly limited with space where the monitor is and moving that would prove to be very troublesome. I've searched topics and found a lot of people with similar problems, either with this motherboard or not, but none of the suggestions so far have helped🙁
 
Do you still have your old parts handy? What were they? I'm assuming you ddidn't replace an A64 with a new one, but if you did can you check the processor? That would be my guess, assuming that all your cables are hooked up correctly now (you DID forget the ATX connector). Try unplugging/uninstalling everything besides mobo, PSU and CPu and putting it all back in to make sure.
 
It was just an old one, forget which socket that is but it was a kg-7 raid. I tried doing that, undid everything but the psu and tried with varying amounts of things hooked up after that. Unfortunately I have no way of testing the ram or cpu, but I can try using some ram from another pc in the house in this sytem, I know it works in this system so if the system mysteriously boots ok with it, I'll know if the ram was bad. But beyond that, no real way to test the other stuff.
 
Yep, checked that page out(very nice visual guide btw🙂 but with the top thing about problems starting up, it basically implies that something is bad in the setup. I'm not sure how to find out which of the new components I added is bad, the cpu, motherboard, ram, or even the psu.
 
Ok, update to what I know so far. I tried the ram in another pc and that pc's ram in my rig, both sticks of ram worked in the other pc but neither worked in this pc. I also removed the motherboard and made sure I only had standoffs at the screw holes, there was some sort of little metal clip in one of the slots from my previous motherboard I guess, I removed it to see if it was possibly shorting out the motherboard but it still did the same thing(ie nothing.) I guess that means it's either the power supply, motherboard, or cpu? Or am I missing some other possibility?
 
It was in the area where the standoffs go, just a little thing a bit larger than a standoff that I guess can be used like one? It just clips onto the case and is against the motherboard, not sure how they work. I guess they are kind of another type of fastener for motherboards.
 
Metal against the underside of your motherboard. Was it touching a position where the board was made to have a standoff? Did you get around to trying the mobo and essential components on cardboard outside the case? If not, that's worth a shot.
 
No standoff spot there for it, so that could have very well been the problem. I haven't tried out of the box, I've tried booting with just the cpu(no ram, ide, pci, floppy, agp) and the same exact thing(nothing) happens, no beeps(and yes, internal speaker is setup right, original booting I didn't put the atx12v cable in and I got beeps, since then I haven't had beeps.
 
I have never once had the bios show, the monitor has never left standby mode during "boot" and it never gets any beeps for post.
 
Ok. Yeah, the hsf cable is in the right header, the fan comes on. I've tried the old power supply, no change. I've also tried minimal setup on cardboard outside of the case, no change. I've come to the conclusion that the motherboard or cpu are doa, going to rma the motherboard and hope it's that, though I did find a post on amdmb.com that basically described the same problem I had, he rma'd his board and got a replacement that worked. Thanks to everyone for the help and suggestions, it helped being able to narrow it down to those 2 components, really appreciate it.
