personally if the motherboard name has ultra or extreme or some sequence of letters that make it feel like it's extreme (such as z) i prefer to get that one instead
What is the point of such a crappy air cooler? If he is not going to be overclocking, then stock cooler is fine. If he is going to be overclocking, that cooler you linked is sub-par. It's also not cheap!
I also agree that GTX580 is too much $. I'd rather get a GTX570 and overclock it.

I would recommend the Big Shuriken because the fan is rated at 1600rpm max. You should be aware that you're gonna have a hard time installing it: the push-pins are almost unreachable. Also make sure that it is going to fit in your case: the heat-sink is designed to sit very close to the motherboard, covering the ram modules.
