New PC only turns on if I turn the PSU off and on

Over xmas, I built a new computer. After being shutdown normally, if I push the power button on the case, nothing happnens. But, if I flip the switch on the PSU off for a few seconds, then the case power button works fine.

What could be causing this?

Are you overclocking, and when you reboot are all your settings the same or do they get reset?

No overclocking. I'm not gonna do that until everything else works perfectly.
