new parts and old parts but still a problem

So I just got my video card back from rma and a new PSU to go with it, so I pop in my P4 550 into my ECS pf21 mobo and startup everything.
But although everything powers on (vga, hsf and psu fans spin, and mobo lights come on) I dont get any video input on the monitor.

There are no bios beeps so I tried resetting the cmos, switching the ram modules, and finally putting everything in my new P5DW2 Premium mobo I got from a forum member but still the exact same problems.

I really not sure whats wrong, any ideas?

PS the video card works, I tried it in my brothers 939 rig and everything working fine.
I also removed the ram modules but I get no bios beeps on either mobo.
 
Could be a short, try the mobo outside of the case on cardboard or some non conductive surface. Also have you tried your ram modules in your brothers computer to see if they are good? Also I know it's a new PSU but have you tested that one on your brothers computer?
 
i cant try the ram since its ddr2 whereas my bros rig is ddr1, aside from that I have the mobo on an anti static bag.
 
So did you try your new PSU on another computer just to make sure it's good? Also have you tried another video card or tried this video card in another computer? It's possible both motherboards are bad.
