New partition and second 98se for editing

I'm trying to create a second partition on my daughter's HP9680, 40GB. She played with digital video last year when visiting with a friend of hers whose father is a friend of mine, and he's big into video stuff. She did a video course at summer school this year and we granted her request to get a digital video camera and the software for it so she could edit. This seems like something really important for her, not just a fad, so I'm trying to help.

My friend STRONGLY advised me to partition and install a separate copy of 98 for the editing to run in, as an alternative to a second hard drive. We figured 40gb was OK to peel off 30 or so, leaving her with the rest for her junk and instant messaging and games and homework.

I did the partitioning with Partition Magic 6.0, and formatted to FAT32. I've done it a few times before on my own machine and my laptop, but I'm not fluent in it. When I made the new primary partition the active one, and booted to it from the 98se CD that I own from my onw custom built machine, it said the drive was not formatted correctly. After formatting again, it refused again, and then I let the CD do the format. It got to the end of the format and then said it couldn't do the format because there's an error on the disk. So I'm stumped. I don't have any further ideas to try.

Any clues?
